3.162

非諸惡覺覺清淨戒者，即定共也。尸羅不清淨，三昧不現前。以戒淨故，事障除，發得未來；性障除，發得根本。滅惡覺觀，名定共戒也。

'The pure precepts of mindfulness free from all evil discursive thoughts' are those that accompany concentration. If śīla is not pure, samādhi does not manifest. Because the precepts are pure, obstacles of phenomena are eliminated, and one generates the threshold [concentration]; obstacles of nature are eliminated, and one generates the fundamental [concentration]. Extinguishing evil vitarka and vicāra is called the precept accompanying concentration.
