3.164

復次，定共戒依定心發，屬止善義。道共戒依分別心發，屬行善義。動、不動俱是毘尼。何者？戒論防止，得定共心，不復起惡；得道共發真，永無過罪，故俱是戒也。

Furthermore, the precepts accompanying concentration arise based on a concentrated mind and belong to the meaning of good through cessation. The precepts accompanying the path arise based on a mind of discerning analysis and belong to the meaning of good through active practice. Both motion and stillness are vinaya. Why? Precepts are discussed in terms of guarding against and preventing: when one attains the mind accompanying concentration, evil no longer arises; when one attains that accompanying the path and generates truth, there are forever no transgressions or faults; therefore, both are precepts.
