Tenth turn, the benefit of the land of real retribution: This is the benefit for the people of the land of real retribution. Among the eight turns, two kinds of persons are born in the land of expedient means, and only two kinds of persons who have completely broken ignorance and seen the true mark are able to be born there. However, the layers of ignorance are very numerous; although the three worthies and ten noble ones dwell in real retribution, their retribution is not yet exhausted and lingering delusions still remain, so the king of samādhis is further used forty-one times to benefit them. Arriving at wondrous enlightenment, it vertically exhausts and horizontally pervades, neither arising nor perishing; neither arising nor perishing, ignorance is eternally exhausted and wisdom is perfectly complete, hence it is said to be neither arising nor perishing. Furthermore, spiritual capacity and stimulus are fulfilled and the benefit is ultimate, hence it is said to be neither arising nor perishing. If spoken of analytically, it is said that real retribution is outside of expedient means; but if one realizes truth directly in phenomenal events, this too is not far. As the text says: "One sees the Sahā world, with lapis lazuli as ground, even and flat, with various terraces and pavilions made of numerous jewels, purely filled with bodhisattvas, all dwelling within it." This is the meaning of the land of real retribution.
