6.76

若應同依報者，有兩意：若國土苦樂，由於眾生，非佛所作，佛但應同而已。若作折伏攝受者，佛鑒機緣，或作苦國、或作樂國，苦樂由佛，不關眾生。

If responding to match dependent retributions, there are two meanings: if the suffering and joy of the land are due to sentient beings, it is not created by the Buddha; the Buddha merely responds to match it. If performing subjugation and gathering in, the Buddha discerns capacities and conditions, and either makes a land of suffering or makes a land of joy; suffering and joy are due to the Buddha, and do not concern sentient beings.
