次釋法者，略舉界如具攝三千，廣如後釋。妙歎於法，法秖是妙，權實之言兼於施等，三義不同，譬中復論故未別出。

Next, explaining 'dharma': briefly mentioning realms and suchness completely encompasses the three thousand, detailed as explained below. 'Wonderful' praises the dharma, and the dharma is just wonderful. The terms provisional and real encompass bestowal and so forth; the three meanings are distinct, and since they are discussed again in the metaphor, they are not brought out separately here.
