12.24

前單明者，據強偏說，相帶明者據理實說。經雖偏說，非不相帶，四悉順物作偏說耳，以義推之必須相帶。

The previous explanation of them singly was an emphatic explanation based on predominance; the explanation of mutual entailment is an explanation based on the reality of principle. Although the sūtras explain them singly, it is not that they are not mutually entailed; the four siddhāntas make emphatic explanations in accordance with beings, but when inferred through principle, they must be mutually entailed.
