16.19

正解中自為七門，初正顯體，又開四意。初如文。次文中云「此亦通濫」者，大小乘中俱有真諦，以濫小故，是故不可。但以真諦為今經體，借使大乘亦不免濫，故云「大乘亦復多種」。以衍門中六種真諦，今經唯在一切法中以為真諦是今經體也。

In the proper explanation, there are inherently seven sections. The first properly reveals the substance, which further opens into four points. The first is as in the text. In the second passage, where it says "this is also confounded": both Mahāyāna and Hīnayāna possess the true truth; because it would be confounded with the Hīnayāna, it is unacceptable. If one merely took the true truth as the substance of the present sūtra, even within the Mahāyāna one would not avoid confusion; hence it says "the Mahāyāna also has many varieties." Because among the six kinds of true truth in the Mahāyāna teachings, the present sūtra exclusively takes the true truth within all dharmas as the substance of the present sūtra.
