10.30

此明初品意，不應以後品作難。若欲釋者，持經即順理戒，亦是任運持得初篇二篇，今言能持戒者，第三篇去事中無虧耳。

This explains the intention of the first grade; one should not pose a objection based on the later grades. If one wishes to explain it: upholding the sūtra is the precept in accord with principle, and it also naturally upholds the first and second categories [of offenses]; now when it speaks of 'one who can uphold the precepts,' it merely means that from the third category downward there is no deficiency in external practice.
