第八「斥奪」者，亦可更云彼如聾如瘂，故有斥奪，皆與佛記故無斥奪。又有小須改故餘經斥奪，彼經無小故當部無斥。又別教權說，此權易轉故不須斥，小乘難轉故須斥奪轉。

Eighth, regarding "rebuking and depriving": one may also further say that because those [in the Huayan] were as if deaf and dumb, there was rebuking and depriving; because all are conferred with the buddha-prophecy, there is no rebuking and depriving. Furthermore, because there was the small that needed to be changed, the other sūtras rebuked and deprived; that sūtra had no small, so within that section there was no rebuking. Moreover, the provisional teaching of the distinct teaching is easy to turn around, so it did not need rebuking; the Hinayāna is difficult to turn around, so rebuking and depriving were needed to turn it around.
