Sixteenth is supernormal powers and manifestations. Among the six supernormal powers, Guanyin comprises knowledge of others' minds, recollection of past lives, the divine eye, and the divine ear. "Universal Gate" refers to the power of transformation and the power of the destruction of outflows. The power of the destruction of outflows is expounding the Dharma. Although the name of Guanyin subsumes four supernormal powers, the text primarily focuses on the supernormal power of the divine ear. As for manifestation, it can comprise two propositions: first, supernormal powers that are not manifestations, namely the divine eye, the divine ear, and recollection of past lives; second, those that are both manifestations and supernormal powers, namely knowledge of others' minds, transformation, and destruction of outflows. Therefore, among the six supernormal powers, three are manifestations and three are not manifestations. Hence the Pañcaviṃśatisāhasrikā-prajñāpāramitā-sūtra speaks of "the three kinds of manifestation," and the text below says "the manifestation of the Universal Gate." Here, the Universal Gate is precisely the three kinds of manifestation. Since Guanyin is the divine ear, it is not called manifestation. This is the pair of manifestation and non-manifestation.
