Next, explaining the meaning of the five turbidities. First, an overview of the main idea. Explaining the five turbidities is to explain the meaning of the three [vehicles] first and the one [vehicle] later. If all the buddhas of the three periods appear in the world for the causes and conditions of the one great matter, why did they not preach the one vehicle from the very start, but instead preached the three vehicles first and clarified the one vehicle later? To resolve this doubt, it is stated that sentient beings are obstructed by the five turbidities and are unable to bear hearing the one. Therefore, [expounding] the three first and the one later is the fault of sentient beings, not the error of the Buddha. For this reason, the five turbidities are further explained. Later, looking at the treatise, it states: 'It comes in order to resolve doubts. Some doubt: at what time does the Buddha preach these various skillful means? Therefore it is explained: he preaches the three vehicles for the evil age of the five turbidities.' This meaning specifically takes the turbidity of the kalpa as the beginning, and therefore speaks specifically of time. For within an evil age there are evil sentient beings, and likewise afflictions, views, and so forth.
