Answer: At the end of the previous chapter, both bodhisattvas and śrāvakas said that propagating the sūtra involves many difficulties. When propagating the sūtra has many difficulties, regression and loss may arise, hindering one's self-cultivation and transformation of others. Therefore, the four practices were spoken, so that with body and mind peaceful and joyful, one's self-cultivation and transforming of others will not be neglected. Furthermore, broadly distinguishing stages and practices, there are roughly three kinds: first, arousing the bodhicitta; second, practicing the bodhisattva practices; third, attaining the Buddha fruit. The previous three rounds of preaching the Dharma are none other than arousing the bodhicitta; this single chapter now clarifies practicing the bodhisattva practices; and from the 'Apparition of the Jeweled Stūpa' onward, it clarifies the Buddha fruit. Moreover, the previous three rounds clarify the meaning of opening the three and revealing the one, which is the gateway of wisdom. Next, praising the Dharma and admiring the person clarifies propagation, which is the gateway of merit. The grasping of beings would then suppose that there are the three and there is the one, that there is merit and there is wisdom; therefore, this chapter extinguishes these thoughts, encouraging bodhisattvas to contemplate all phenomena in accordance with the true mark, neither existent nor non-existent, neither dual nor singular, while not losing the skillful means of the three and the one. Although self-cultivation and transforming others involve the three and the one, the three and the one are simply the absence of three and the absence of one. It is for these causes and conditions that these four practices were spoken, as explained in the overall purport of the sūtra.
