次明三輪義。一為聲聞轉四諦，此則三轉，謂示、勸、證也。為緣覺明再轉，謂十二因緣相生及以還滅也。為菩薩說六度輪，但明一轉，不三說六度，亦不言有生滅二也。

Next, we clarify the meaning of the three wheels. First, turning the four truths for śrāvakas is three turnings, namely demonstration, encouragement, and realization. For pratyekabuddhas, it clarifies two turnings, namely the mutual arising and the returning extinction of the twelve links of dependent origination. Speaking the wheel of the six perfections for bodhisattvas clarifies only one turning; it does not speak the six perfections three times, nor does it state that there are the two of arising and perishing.
