"He again told Śāriputra: The untainted and inconceivable": fourth, this explains the section heading on only Buddhas being able to understand. As for "the untainted and inconceivable," what was previously explained as the untainted of the two vehicles was still the untainted of the Tattvasiddhi and Abhidharma; here, the two vehicles and bodhisattvas above are collectively termed tainted, because their minds of apprehension are not yet purified. Now, being free from these taints, it is called untainted. "Inconceivable": because the mind's activity is cut off, it cannot be conceived; because verbal speech is extinguished, it cannot be deliberated. Because the Buddha's wisdom is inconceivable, it cannot be understood by ordinary beings, noble ones, the great, or the small; this then explains the meaning above. The lower half of the verse clarifies that only the general and specific two Buddhas are able to understand it.
