From “Yet now before the World-Honoured One” onward is the second [part], raising the present. “All have fallen into doubt and confusion” is the third [part], directly giving rise to doubt. The Hīnayāna and Mahāyāna evaluate each other, and the present and past question each other, hence forming doubt. In the past it was explained that they had already abandoned the two afflictions and had nothing more to abandon, and had attained the two nirvāṇas with nothing more to attain; now it is said that they must still abandon further and only then attain further. The present and past contradict each other, hence they fall into doubt and regret.
