《華嚴》云「菩薩將欲下生前，以天眼觀世界，若有緣覺放光照之，若覺知者則取滅度，不覺知者移住他方」，此人既三界內不值佛，故知三界外聞經方得記也。若有緣覺值佛者，亦有三界內聞經得記，此義小耳。

The Avataṃsaka Sūtra states: 'When a bodhisattva is about to descend and be born, he first observes the world with the divine eye; if there are pratyekabuddhas, he emits light to illuminate them. If they perceive it, they enter extinction; if they do not perceive it, they move to reside in another region.' Since such a person does not encounter the Buddha inside the three realms, we know that they must hear the sūtra outside the three realms before receiving a prophecy. If there are pratyekabuddhas who do encounter the Buddha, there are also cases of hearing the sūtra and receiving prophecy inside the three realms, though this meaning is minor.
