「若沙門」下，第二、明餘人不能轉。智慧人有二分：出家為沙門，在家為婆羅門。天有二分：欲天主為魔，色天主為梵。「及餘世間」，此天人以外稱為餘也。

From 'neither śramaṇa...' onward is the second part, explaining that other people are incapable of turning [it]. Wise people are divided into two categories: those who have gone forth are śramaṇas, and those who remain at home are brāhmaṇas. Devas are divided into two categories: the lord of the desire devas is Māra, and the lord of the form devas is Brahmā. 'And the rest of the world': what is outside these devas and humans is called 'the rest'.
