The Commentary says: The following two verses are a metaphor for extreme views, divided into two: the first verse is a metaphor for the general functional aspect, and the latter verse is a metaphor for the specific functional aspect. This is the first. 'Heads like ox heads': the head has two horns, because within one extreme view both permanence and annihilation are contained. Permanence and annihilation must arise based upon the view of self, just as two horns exist based on an ox's head. 'Or devouring human flesh' is a metaphor for the view of annihilation: the harm to good [dharmas] is profound due to clinging to annihilation, refusing entirely to cultivate, just like devouring human flesh. 'Or else devouring dogs' is a metaphor for the view of permanence: it does not obstruct the arising of good, and the harm is shallow, just like devouring dogs.
