八說法普者，二乘小菩薩說法不能一時遍答眾聲，又殊方異俗不能令其俱解。《大經》云「拘絺羅於聲聞中四無礙辯為最第一，非謂菩薩也。」今圓教人一音演法，隨類得解，以一妙音遍滿十方界，如修羅琴隨人意出聲，故名說法，說法妙中廣說。

Eighth, universal expounding of Dharma: when the two vehicles and lesser bodhisattvas expound the Dharma, they cannot simultaneously and universally respond to the multitude of voices; moreover, they cannot make those from different lands and foreign customs all understand together. The *Mahāparinirvāṇa-sūtra* states, 'Kauṣṭhila is foremost among the voice-hearers in the four unobstructed eloquence[s], not so among bodhisattvas.' Now the person of the perfect teaching expounds the Dharma with a single voice, and each category [of being] attains understanding according to their kind, filling the realms of the ten directions with a single wonderful voice, just as the asura's lute produces sound according to people's wishes; therefore, it is called [universal] expounding of Dharma, which will be extensively explained under the wonderful expounding of Dharma.
