Privately searching the meaning of the ten universals in the 'Universal Gate Chapter' to substantiate this: as when Avalokiteśvara, pitying the four assemblies, received their necklace, 'all' is a name for not one, and 'pity' is the meaning of compassion—this is the universal benevolence and compassion, having both natural benevolence and compassion and the meaning of universal vast vows. Roaming through various lands in various forms to deliver sentient beings is purifying Buddha-lands; how is this not universal cultivation of practice? Being oneself unhampered and able to untie the fetters of others, being oneself without poison and enabling others to depart from poison, and all attaining liberation upon reciting the name at once—'all' is a word of universal exhaustiveness; how is this not universal eradication of delusion? Manifesting through the universal gate is universal entry into dharma-gates; the power of upāya is universal upāya; supernormal power is universal supernormal power; expounding the Dharma for them is universal expounding of Dharma; bringing much benefit is universal maturing of sentient beings; dividing [the necklace] into two portions and offering them to the two Tathāgatas is universal offering to Buddhas. Such meanings and imports are all present in the sūtra text, which is why they are cited as proof.
