2.40

經曰　「若生寂滅心、若生無生心，是有生行、非無生行，內生三受、三行、三戒。」

The sūtra states: 'If one gives rise to a mind of tranquility and cessation, or gives rise to a mind of unarisenness, this is an arising practice, not an unarisen practice; internally it gives rise to the three feelings, the three actions, and the three moral precepts.'
