The treatise states: This is the second [part], which presents the mistaken [position]. It means that scholars of the Mahāyāna who cling to attainment do not make the eight consciousnesses empty and thus run counter to their quiescent cessation; hence it is said, "arouses a mind of quiescent cessation." Not knowing the non-arising of the supramundane mind, they suppose that there is an arising mind that realizes the signless principle; hence it is said, "arouses a mind of non-arising." This is strictly an activity of worldly transmigration and goes against the practice of the supramundane forbearance of the non-arising [of dharmas]; hence it is said, "this is an activity of arising," and so forth. As for "the three activities," they are bodily, verbal, and mental actions, encompassing both the wholesome and the unwholesome. As for "the three precepts," they are bodily, verbal, and mental restraint, taking only what is wholesome. Having the arising of these three activities and three precepts as cause, they give rise to the three realms of existence and fully experience the three feelings; transmigrating in this way, they cannot attain liberation.
