二來意者，前既請滿，剛藏告眾許說一分，故次正說以現地法。

Second, the purpose of its sequence: previously, since the request had been fulfilled, Vajragarbha addressed the assembly, promising to explain one portion; therefore, he next properly explains it in order to manifest the dharma of the bhūmis.
