In the second section, on empowerment: first, knowing the vessel of the Dharma. Second, 'bestowing upon Qinglian' and so forth: directly reveals the marks of empowerment, signifying that the fruition does not make itself manifest on its own but is truly revealed through the cause, hence empowering Qinglian to cause him to speak. Among the ten phrases, the first five bestow excellent qualities filling his body; within these, the first three phrases bestow the Buddha's three karmas, showing identity in transformation, eloquence, and so forth: spiritual power is physical karma, wisdom is mental karma, and eloquence is vocal karma. The latter two phrases bestow the Buddha's merit and wisdom, fearlessness being wisdom. The latter five bestow the functions of wisdom filling his mind: 1. 'Ultimate' and so forth bestows the Buddha's non-remainder wisdom of internally knowing the dharmadhātu; 2. Bestows the wisdom of the Buddha's domain of activity; 3. Bestows the wisdom of the Buddha's unimpeded practice, meaning accomplishing deeds without conceptual thought and the like; 4. 'Distinguishing' and so forth bestows the wisdom of knowing the vessels of the Dharma; 5. 'Innumerable' and so forth bestows the wisdom of the Buddha's multifaceted skillfulness, enabling him to speak. Why is there no physical or vocal empowerment? Because he had not entered samādhi. Why was there only mental empowerment? To cause him to enter the dharmadhātu. Could it be that this bodhisattva had not realized the dharmadhātu? Explanation: his realization was limited in scope, neither extremely profound nor unimpeded.
