Second, within the light from the mouth empowering the expounder: since he previously requested an indication, [the Buddha] now indicates it. There are also two parts: first, the empowerment; second, the benefit. Within the empowerment there are also ten: 1. Explaining the point of origin: the emission of light from the mouth symbolizes the communication and dissemination of the path of teaching. 2. The name of the light is "Unobstructed," which symbolizes that his eloquence is unobstructed and his verbal teaching is sovereign. "Fearless" means that he does not fear the profundity of the principle and abides fearlessly in the assembly; the remaining meanings are as before. Its entering Samantabhadra's mouth is to cause his speech to be like the Buddha's speech, and also because it is oral transmission. Furthermore, if it exits the mouth and enters the ear, it is to cause hearing; now it exits the mouth and enters the mouth, to cause speaking. Why does it empower Samantabhadra alone? It symbolizes that what is expounded here is the universal Dharma (samanta-dharma). Since these are equally marks of empowerment, why does it not enter the crown of the head? Because it encompasses teaching. Furthermore, in the Nirvāṇa Sūtra, light is emitted from the Buddha's own mouth and returns into his own mouth to symbolize gathering in and cessation; that sūtra states: "When the Tathāgata's light emerges and returns, it is not without causes and conditions; what was to be done in the ten directions has definitely been accomplished, and this is to be the final mark of nirvāṇa"—which differs from this. Second, from "At that time" onward, within explaining the benefit of empowerment: "exceeding a hundredfold" means surpassing those of his kind to symbolize the superiority of the Dharma; fearing it might be conflated with the Buddha, it is differentiated against him. The part on empowerment is concluded.
