Within the spiritual friend of the first bhūmi, the Pramuditā-bhūmi, there are also five divisions. First, in citing the Dharma and encouraging cultivation: correctly it is called Kapilavastu, which here means "Yellow Item City"; in ancient times the yellow-headed rishi was first in this place, and later a city was built here, so this name was established. It is also called "Quiet Dwelling Place." Why is she in this city? It expresses that from the first bhūmi onward one is born into the family of the Buddha; hence she is in the city of the Buddha's birth. As for Vāsantī, correctly it is Sarvabhayatrāṇā, which here means "refuge from fear," that is, because as the text below says, she extensively provides a refuge for fearful sentient beings. The Indian text has Vāsantī, which here means "spring," expressing the ability to give birth to and grow the myriad practices, like the springtime. "Night deity" is the same as the night-ruling deities in the first assembly, and so forth; because they shine light in the night to rescue beings, it is taken as their name, expressing that the marvelous wisdom of realization is free from all marks, destroying dark obstructions. According to the Sanskrit text, these nine night deities are all female devatās, expressing the appearance of loving-kindness and compassion.
