初願力故者，謂佛與菩薩及彼機緣，三位願力之所起。故下文云「盧舍那佛本願力故，普賢願力故。」又云「若有得聞者，當知本願力。」又云「開發大願故，因本願力之所出也。」

First, "because of the power of vows": this means it arises through the power of the vows of three stages—the Buddha, the bodhisattvas, and those of receptive capacity. Therefore, the text below states: "Due to the power of the fundamental vow of Vairocana Buddha, and due to the power of Samantabhadra's vows." It also states: "If there are those who hear it, they should know it is due to the power of the fundamental vow." It also states: "Because of opening and developing the great vow, it emerges from the power of the fundamental vow."
