二法爾故者，謂汎諸佛初出興世，將欲開顯所化蓮花法爾，皆於第二七日海印定中演出如是無盡法門。下文云「法如是故，此則如大王路，法爾常規。」

Second, "because of suchness of the Dharma": this means that generally, when all Buddhas first appear in the world, about to disclose and reveal the lotus-nature of those to be transformed, they all, as the suchness of the Dharma, expound such inexhaustible Dharma gates on the second seventh day within the sāgara-mudrā-samādhi. The text below states: "Because the Dharma is thus, this is like the great king's road, the constant norm of the Dharma's suchness."
