七開發故者，謂開發眾生性起心中法界無礙自在法門，令顯現故。下文中「破微塵出經卷」等可知。

Seventh, "to open and develop": this means opening and developing the unimpeded, sovereign Dharma gate of the dharmadhātu within the minds of the arising nature of sentient beings, causing it to become manifest. The passage below concerning "breaking a dust mote to bring forth a sūtra scroll" and so forth makes this understood.
