17.13

疏「眷屬流通但約義故」者，即第六師，以約義理，於一佛乘分別說三，根本法輪攝彼眷屬，故云攝群經為眷屬，何必將彼為此流通？此中有序，不用彼序，何獨用彼為此流通？

Regarding the Commentary's statement, 'The transmission via retinues is merely based on the meaning': This refers to the sixth master. Because based on the doctrinal principles, within the one Buddha vehicle the three are discriminatively taught, and the fundamental wheel of the Dharma subsumes those retinues; therefore, it is said to 'subsume the various sūtras as retinues'. Why must one take them as the transmission for this [sūtra]? This [sūtra] has its own preface and does not use their prefaces; why solely use them as the transmission for this [sūtra]?
