18.42

疏「成所作智普利平等」者，論云「謂此心品為欲利樂諸有情故，普於十方示現種種變化三業。」此即普利之義，不揀怨親，豈非平等？

On the commentary's "the duty-accomplishing cognition universally benefits with equality": the treatise states, "This mental associate, for the sake of desiring to benefit and bring joy to all sentient beings, universally manifests various transformations of the three karmic modes in the ten directions." This is precisely the meaning of universal benefit; making no distinction between foe and friend, how could this not be equality?
