疏「如來音聲無不至故」，亦〈出現〉語業第一相云「應知如來音聲遍至，普遍無量諸音聲故。」此證第三普遍義。
On the Commentary's "Because the Tathāgata's voice leaves nothing unreached": this is also the first characteristic of verbal karma in the "Manifestation" Chapter, saying: "One should know that the Tathāgata's voice reaches everywhere, pervading immeasurable voices everywhere." This proves the third meaning, omnipresence.
