21.17

疏「見恒沙性德則萬行爰增」，即是第二養人眾義。恒沙性德是不空藏，是理所養。見即行體。萬行爰增，即行養人眾義，以知法性本寂，有定慧等。

Regarding the Commentary's stating that "beholding nature-virtues as numerous as the sands of the Ganges, the myriad practices thereupon increase," this is the second meaning of nurturing the multitude of people. The nature-virtues as numerous as the sands of the Ganges are the non-empty store (aśūnya-garbha), which is what is nurtured by principle. "Beholding" is the essence of practice. "The myriad practices thereupon increase" is the meaning of practice nurturing the multitude of people, because knowing that the dharmatā is fundamentally quiescent gives rise to concentration, wisdom, and so forth.
