疏「方顯教城」下，第三由上三城皆因能詮故方顯教功。三義可思。

Regarding the Commentary's "only then is the city of teaching revealed..." downward, this thirdly shows that because the above three cities all rely on the expressive [teaching], the efficacy of the teaching is only then revealed. The three meanings may be contemplated accordingly.
