24.14

疏「三中後二如下業中」者，即藏有三義，中後二義：下動剎網，一一塵中現無數佛，即第二義；三雨法雨，即第三義。妙法輪雲，即如來藏故，便是所證。二出離雲，即令化令淨。三大願雲，令得令成義。

Regarding the commentary's phrase “among the three, the latter two are as in the activities below”: the garbha has three meanings; regarding the middle and latter two meanings: below, shaking the net of kṣetras and manifesting countless buddhas in every single dust particle is the second meaning; third, raining the Dharma rain, is the third meaning. The wondrous Dharma wheel cloud is identical to the tathāgatagarbha, hence it is that which is realized. The second, the cloud of emancipation, is causing transformation and causing purification. The third, the cloud of great vows, has the meaning of causing attainment and causing accomplishment.
