25.24

疏「十土分權實」等者，為揀淺深。以分權實，故前八非實。若不攝權，亦非真實。如說海水異於百川，不攝百川非海水矣。隨義布列有十不同，得意而談一一融攝。

On the commentary's "The ten lands distinguish provisional and real" and following: this is to differentiate shallow and deep. Because they distinguish provisional and real, the previous eight are not real. If they did not subsume the provisional, they would also not be true and real. It is like saying that sea water is distinct from the hundred rivers; yet if it did not subsume the hundred rivers, it would not be sea water. Arranged according to meaning, there are ten differences; speaking from the grasp of their inner intent, each and every one interfuses and subsumes the others.
