疏「數體即集」者，有為之法總名為數，亦心數也。今總中取別，云即集也。

Regarding the commentary's "the essence of saṃskāra is precisely origination": conditioned phenomena are collectively called saṃskāra, and also mental factors (caitta). Here, taking the particular from within the general, it says it is precisely origination.
