3.17

疏「斯則處以毛端」下，三結釋也。結釋經文，成初正說。於中，初二句正結；後「處則」下，覆釋。法界齊起為頓，如月入百川，非從東向西等故。長時不斷曰常，無間斷故。既常既遍，故不待別因。

Regarding [the passage in] the Commentary beginning with "This means that in locus, taking the tip of a hair": this is the third part, the concluding explanation. It concludes the explanation of the sūtra text to establish the initial direct preaching. Therein, the first two lines properly conclude; subsequently, from "As for locus" onward, it reiterates and explains. Arising simultaneously across the dharmadhātu is called 'sudden,' just as the moon appears in a hundred rivers, not travelling from east to west and the like. Ceaseless throughout vast time is called 'constant,' because there is no interruption. Being both constant and omnipresent, it does not depend on distinct causes.
