Regarding [the passage in] the Commentary: "Second, serving as the root that gathers in the branches": this contains two parts: first, indicating the title. Because before the Avataṃsaka there was nothing, there was nothing to gather in; yet because the Lotus Sūtra gathers the branches back to the root, returning to the Avataṃsaka, it serves as the root. The Commentary's line "Just as when the sun sets, it shines back upon the high mountains" is a second derivation from the meaning of the Manifestation Sūtra to verify it, though the verbatim text does not occur there. This is precisely what the Lotus Sūtra clarifies regarding the small preceding the great, as well as the teachings of the three periods and five periods, where the later progressively surpasses the earlier. The Lotus Sūtra and the Mahāparinirvāṇa-sūtra hear only the single ultimate, which constitutes shining upon the bodhisattvas.
