34.103

疏「戒有二種」等者，依比丘戒，則五戒、十戒、八戒皆為方便，五眾之最為最勝法。若菩薩戒為具足，則比丘戒亦為方便，超二乘上為最勝法。「願所成」者，明是佛果。

Regarding the Commentary's phrase "the precepts are of two kinds" and so forth: relying on the bhikṣu precepts, then the five precepts, ten precepts, and eight precepts are all upāyas, and the foremost among the five assemblies is the most superior Dharma. If the bodhisattva precepts are taken as complete, then the bhikṣu precepts are also upāyas, transcending the two vehicles as the most superior Dharma. Regarding "accomplished through vows": this clarifies that it is the fruit of buddhahood.
