34.98

疏「不同權小談有藏無」者，小乘謂唯佛一人有大覺性，權即五性。談其有者，藏其無者在有，佛性中故。又云通別類異，通即皆有，別則有有佛性、有無佛性。

Regarding the Commentary's phrase "unlike the provisional and Hinayana doctrines which speak of existence while concealing non-existence": the Hinayana maintains that only the Buddha alone has the nature of great awakening, while the provisional doctrine posited five natures. Speaking of those who have it conceals those who lack it within having it, because of the Buddha-nature. Furthermore, it is said that general and specific classes differ: generally all have it, but specifically there are those with Buddha-nature and those without Buddha-nature.
