37.18

疏「次半有常等倒長世間惡」者，以上言通凡小，故此說凡惡，下說小乘之惡。疏「三乘縱有亦不名諦」者，二乘不見法空，居然不淨。權教大乘謂事理不融亦未為淨。

Regarding the Commentary's 'The next half-verse [shows] having permanence and other inversions, increasing mundane evils': because the above words applied generally to ordinary beings and the small vehicle, here it speaks of the evils of ordinary beings, and below it speaks of the evils of the small vehicle. Regarding the Commentary's 'Even if the three vehicles possess it, it is still not called truth': the two vehicles do not see the emptiness of dharmas, so it is naturally impure. The provisional teaching of the Mahāyāna considers phenomena and principle not to be interfused, so it is also not yet pure.
