疏「本隨煩惱」者，下經自出。疏又具明纏即隨惑，縛即根本。言「一切惡止」者即是律儀，「善行」即是攝善。

Regarding the commentary's statement, "Root and derivative afflictions": The subsequent sūtra text presents this itself. The commentary also fully clarifies that entanglements are derivative afflictions, while bonds are fundamental afflictions. The statement, "cessation of all evils," is moral restraint; "wholesome practices" is gathering wholesome dharmas.
