The Commentary states: "Perfection of supporters." The Buddhabhūmi-śāstra states: "Since the master of such a pure land is already perfect, there should be supporters, for the master necessarily gathers and embraces supporters." As for the supporters, that sūtra therefore says: "Where assemblies of great bodhisattvas gather like clouds." The treatise states: "This means that in the great palace there are countless Saṃghas of great bodhisattvas gathering together like clouds, and all those who come to pay court are called supporters. Since there are such great Saṃghas of bodhisattvas who always come to support him, no enemy can obstruct or harm him. Śrāvakas and others have no such thing." As for the "perfection of retinue," the Buddhabhūmi-sūtra says: "Countless devas, nāgas, humans, non-humans, and so forth, constantly flank and follow him." In the present text this is absent, so they are subsumed under the various assemblies. However, these are all emanations created by the bodhisattvas to show that the pure land is not vacant. That treatise resolves the objection, asking: How can a pure land, which transcends the realm traversed by the three realms of existence, have devas and others as a retinue, given that devas and others are all subsumed under the three realms of existence? It answers: Pure consciousness gathers and transforms in this way, manifesting them to adorn the pure land, so there is no contradiction (this is the first explanation). Or, to mature the sentient beings to be transformed, it manifests such emanated varieties (this is the second explanation). This is what the Amitābha-sūtra refers to when saying: "All these various birds are transformed and produced by the Buddha Amitābha wishing to cause the sound of the Dharma to be proclaimed." The treatise says: "Or the various bodhisattvas emanate countless bodies of devas, nāgas, and so forth, abiding in the pure land to make offerings to the Buddha (this is the third explanation). Or they emanate their own bodies as devas, nāgas, and so forth, flanking and following the Tathāgata. Therefore, there is no fault (this is the fourth explanation; all four meanings merely show that it is not vacant)."
