Regarding the commentary's: "The treatise states" onward: third, quoting the treatise to explain. From "the two meanings of locus of cognition", the commentary explains the two meanings in the treatise, which also accord with the two meanings of lofty and great above. First, in terms of the body of received retribution, cognition is then sovereign. The "Xianshou Chapter" states: "Maheśvara's cognition is sovereign; when the dragon king of the great ocean sends down rain, he can discern and count all its drops, clearly comprehending them in a single instant of thought." This is that text. Why, then, is this heaven a locus of cognition? Because the lower heavens have little meditative absorption, and the four formless [heavens] have much meditative absorption; within the fourth dhyāna, meditative absorption and wisdom are equal and balanced, and it is the culmination within the form realm. Moreover, it is in terms of the people of the two vehicles mostly perfuming meditative absorption with undefiled cognition.
