Regarding the Commentary's passage beginning with "Increasing evil is called harming; both have already arisen," and so forth: because it is simple, it is not elaborated. If fully explained according to the treatise: causing wholesome dharmas within oneself that have not arisen not to arise, and causing those already arisen to cease—this obstructs wholesome dharmas and is called enmity. Causing unwholesome dharmas within oneself that have not arisen to arise, and causing those already arisen to increase—this increases evil and is called harming. The latter two are likewise for others: causing unwelcome events in others that have not arisen to arise, and causing those already arisen to increase—this brings suffering to others and is called distressing. Causing pleasing events in others that have not arisen not to arise, and causing those already arisen not to be complied with—this is envying superiority and is called feverish agitation. Regarding the Commentary's statement, "Not mentioned before": the above briefly discussed the six types of persons for whom the six minds of loving-kindness and the rest are aroused, but in truth, there are no sentient beings who are not converted, and no benefits that are not initiated.
