60.22

第三攝眾生戒。疏「前中顯此戒增上」者，即論初生起云「已上依大悲利益眾生戒增上」。上但自善，今悲兼濟，故云增上。

Third, the precept of embracing sentient beings. Regarding the Commentary's phrase: "In the preceding, this precept is shown to be predominant": this refers to the initial opening of the Treatise, which says, "The above is based on the predominance of the precept of benefiting sentient beings through great compassion." The above was merely self-goodness; now compassion combines with succouring, so it is said to be 'predominant.'
