疏「一一佛前及眾生前」者，佛為懺悔之主，憑佛能除；眾生是所對之境，昔曾惱害故。
Regarding the Commentary's stating, "Before each and every buddha and before sentient beings": buddhas are the lords of repentance, and relying on the buddhas, [transgressions] can be eliminated; sentient beings are the objects faced, because one previously vexed and harmed them.
