8.28

第三立教開宗中，疏文分二：先標章、後「今初」下別釋分教。於中三：初總辯源由、次「言五教」下正立五教、後「若約所說」下約詮辯異。二中，先列名、後「初即天台」下解釋。初小乘教，易故不釋。以見天台立名招難，故改名小乘。所攝法門不異於彼，故指同也。

In the third section, "Establishing the Teachings and Disclosing the Tenets," the text of the commentary is divided into two: first, setting forth the heading; later, from "Now, the first" onward, specifically explaining the division of teachings. Herein there are three parts: first, generally discerning the origin and causes; next, from "The words 'five teachings'" onward, directly establishing the five teachings; and finally, from "If in terms of what is taught" onward, discerning the differences in terms of the signified meaning. In the second part, it first lists the names, and later, from "The first is Tiantai's..." onward, provides the explanation. As for the first, the Hinayana teaching, it is easy and therefore not explained. Seeing that the name established by Tiantai invited objections, it was therefore changed to the name Hinayana. The doctrines subsumed within it are not different from that [of Tiantai], so it indicates their identity.
