8.29

疏「二始教」等者，文二：先正立、後釋名。今初。言「二乘不成佛」者，其言猶略，應云闡提二乘皆不成佛，故下終教有二乘闡提悉皆成佛言。以趣寂難成，故偏舉耳。

Regarding the commentary's passage beginning with "Second, the initial teaching," the text has two parts: first, directly establishing it, and second, explaining the name. Now for the first. As for the statement "the two vehicles do not attain Buddhahood," its phrasing is still abbreviated; it should say that icchantikas and the two vehicles both do not attain Buddhahood, which is why the final teaching below has the statement that the two vehicles and icchantikas all attain Buddhahood. Because those who incline toward quiescence have difficulty in attaining it, it specifically singled them out.
